Personally, I would want to stay inside the old city walls, somewhere on Rue de la Citadelle, rather than in the newer section of SJPP with all the cars and car parks.
I then stayed at a hotel in Roncesvalles, too, before I was ready to dip my toes into albergue life. Others are ready for albergue life upon arrival at SJPP and there are several choices for that along Rue de la Citadelle.
